Who are eligible for the revamped Referral Program?

Tesla indicated on the Referral Program’s support page that both old and new customers are qualified to take advantage of the credits.

Current Tesla car owners can gain Referral Credits, while new buyers can earn Buyer Credits as part of Tesla’s efforts to show appreciation to its customers.

Wait a second? @elonmusk, is @Tesla bringing back the full referral program just as I’ve been requesting for the last several months (over @garyblack00 TV ads)??
